Base convertor!

Convert between any base you want, this does in fact include negative bases and fractional bases. it works with bases up to base 64* most of the credit for the convertor goes to Leagues

*Technical warning, instead of using the standard character set for base 64 it uses 0-9 as the first characters so this is not compatible with browsers, API's, cryptography libraries and most other systems that uses base 64
